Texas Fire Code Consulting is a privately owned company that provides code assistance and contract services in the West Texas area. We act as plans reviewers, fire code inspectors, Fire Marshal or Authority Having Jurisdiction for municipalities that do not have anyone to fill that role or may need extra help on large projects. Whether or not we enter into any type of agreement with your city we are still here to be a resource and answer questions when the need arises at no cost to your city.

In today’s world, all communities need economic development in order to maintain services long term without raising taxes. We are pro-development and want to do everything in our power to expedite new construction in your community. Many corporations want to build in smaller communities due to the lower cost of land and construction. On occasion we find that some companies are willing to cut corners on these projects to the ultimate expense of the life safety of the public. When these projects are schools, churches or other assemblies, the lives at stake may be your children, grandchildren or family you care about. Ultimately at risk are the firefighters and first responders that count on code compliance when bad events occur. Our job is to make sure everyone who enters or uses these buildings are safe and, should tragic events occur, that your firefighters get to return home to their families after an event.

Texas Fire Code Consulting will provide these services along with more in depth consulting and project oversight services. Our team of certified and experienced associates continues to grow providing even more diversity. We provide state and locally required inspections to hospitals, assisted living centers, skilled nursing centers, daycares, detention and business occupancies. In addition, we will also be adding more project consulting and construction oversight services to assist owners and general contractors minimize costly delays and errors in life safety systems on new construction projects.

Whether your city builds one project every 10 years or several projects each month we are an economic solution to achieving code compliance. All of our fees are paid by the end user. There is NO COST to your city, no new positions to try and fund, no tax increases.

We are a team of six, current or retired Fire Marshal’s and Fire Chiefs with a cumulative code experience of over 150 years. Three of the six are also licensed peace officers.

Robert Loveless, CFI, CAI

Mr. Loveless owned and operated Action Alarm – Vidcom, Inc. from 1983 to 1997 designing, installing and servicing fire alarm systems. He joined Lubbock Fire Department in 1991 serving as firefighter, EMT-I, heavy rescue, field examiner, fire instructor, medical instructor, dive rescue, and equipment operator before transferring into the Fire Marshal’s Office in 2002. Mr. Loveless was the sole plans reviewer for the office until 2008 also serving as Certified Fire Inspector (CFI), Texas Peace Officer, Certified Arson Investigator (CAI), Public Educator, Public Information Officer, National Fire Information Reporting System (NFIRS) Data Manager and Custodian of Records. He began performing third-party plans reviews, inspections and consulting in 2013.

Loveless holds certifications as an Intermediate Fire Inspector, Advanced Arson Investigator, Certified Peace Officer, Driver/Operator – Pumper, Licensed Private Investigator, NFPA Fire Inspector I, Level 2 Fire Service Instructor, Advanced Fire Fighter, and formerly a Fire Alarm Planning Superintendent and NICET Level II in Fire Protection Engineering Technology Fire Alarm Systems. He is a past President of the West Texas Fire Arson Investigators Association and served on the board of directors. He is also a member of the State Fire Fighter’s and Fire Marshal’s Association of Texas, International Code Council, National Fire Protection Association, American Fire Sprinkler Association, American Fire Alarm Association, National Fire Investigators Association and International Association of Arson Investigators.

Larry Duyck, CFI

Larry A. Duyck has been in the fire service since 1978 spending 31 years with the Lubbock Fire Department. He has served as Chief of a surrounding fire department since 2009. Larry also serves as Emergency Management Coordinator, 911 Coordinator and is a member of the Domestic Preparedness Advisory Community for a regional planning commission. He holds the following certifications from the Texas Commission on Fire Protection; Master Firefighter, Fire Inspector/Plan Reviewer, Fire Instructor, Hazmat Technician, Wildland Firefighter and Driver/Operator.

Mike Kennon, CFI, Nicet III

Mr. Kennon has been active in fire suppression and prevention since 1985. He started working in the fire suppression and alarm industry and later transitioned into firefighting, code enforcement, and fire prevention. The last 15 years have been spent conducting plans review for new construction and remodels as well as life safety/fire inspections. Mr. Kennon holds certifications as an Intermediate Fire Inspector, Intermediate Fire Investigator, NFPA Fire Inspector I, Level 2 Fire Service Instructor, Fire Fighter II, and NICET Level III in Fire Protection Engineering Technology Fire Alarm Systems. He is a past President of the West Texas Fire Arson Investigators Association and currently serves on the board of directors. He is also serves on the Fire Marshal Committee for the State Fire Fighter’s and Fire Marshal’s Association of Texas.

Jamie Grey, CFI, CPE

Mr. Grey has been active in the fire service since 1982 when he became a Volunteer Fire Fighter. He joined the Littlefield Fire Department in 1991 after graduating from the Lubbock Fire Academy Class 1992-1 serving as firefighter, driver/operator pumper, an ECA, field examiner, fire instructor, SCBA diver. He has served as Fire Chief for 16 years and Fire Marshal for 3 years. Mr. Grey is also a Certified Fire Inspector (CFI), Texas Peace Officer, Certified Arson Investigator (CAI), Pro Board Plans Examiner I and National Fire Information Reporting System (NFIRS) Data Manager and Custodian of Records for his department. He began performing third-party plan reviews, inspections and consulting in 2015.

Grey is currently certified by the Texas commission on Fire Protection (TCFP) as an Intermediate Fire Inspector, Intermediate Fire Investigator, Basic Arson Investigator, Certified Peace Officer, Driver/Operator – Pumper, Fire Inspector Level 2, Fire Service Instructor Level 2, Fire Officer Level 2, Incident Safety Officer, Basic Wildland Firefighter, Advanced Fire Fighter. Grey is also Pro Board-Certified Plans Examiner I. He is currently the 1st Vice President of the West Texas Fire Arson Investigators Association. He is also a member of the State Fire Fighter’s and Fire Marshal’s Association of Texas, International Code Council, and National Fire Protection Association.
